Check your tires for bulges on the sidewalls while it's on the car. Where it bulges is the area of the broken belt. Also look at the grooves of the tire for cracking.

Turns out that it was my dust shields that were making the scraping noise, but my dust shields were not the real issue. The real problem was with the rotors.
